The issue is not to worry about.
Nice is -both- a major city and a major tourist destination. You see everything here. The locals have their indigenous habits and convictions. I bet most of the visitors would not even give the issue you raise some thought. I say they appear to come just like they are and dress in the respective manners they are used to. More to the point, few dress up here.

I think you will find most dress smart/casual for dinner and Clubs.
